Guidelines for Floor Debate in Full Senate (in Pickford
Auditorium, not Bauer Forum)
- All committee-reported bills must go to the floor.
- The only free-standing bills that the Senate may consider are committee-reported
bills.
- The Senate may consider alternatives to these bills in the form
of amendments in the nature of a substitute.
- On each bill, the Senate will vote in the following order:
- Perfecting amendments to the main bill;
- Perfecting amendments to the amendment in the nature of a substitute
(if any);
- The amendment in the nature of a substitute, as amended;
- The main bill, as amended. If the amendment in the nature
of a substitute does pass, the Senate will not have a chance to vote on
the original text of the main bill.
Take the simulation seriously but not personally. Use common sense
and avoid doing anything that will leave bruised feelings tomorrow morning.
Please arrange for photocopying before the session.
